Emma Carmel is Associate Professor at the University of Bath, where she researches the theory, practice and implications of public policy governance, especially in the European Union. She has published work on labour market, pensions and public services provision, and recently co-edited a Special Issue for Policy Studies (2013) on mobility, migration and migrant rights, as well as Migration and Welfare in the New Europe (2011), published by Policy Press.
