Dr. Ionut Popescu is Assistant Professor of Political Science at Texas State University. A scholar of modern American foreign policy and grand strategy, Dr. Popescu is the author of the new book Emergent Strategy and Grand Strategy: How American Presidents Succeed in Foreign Policy, published by Johns Hopkins University Press. Dr. Popescu’s journal articles and commentary appeared in Foreign Affairs, Foreign Policy, The National Interest, The Journal of Strategic Studies, Orbis, Parameters, and The Hill.
