James P. Welch is currently a subject matter expert (SME) and trainer with United of Poland and TGAS of the Czech Republic, where he trains Special Forces, air marshals and police special weapons and tactics (SWAT) units. He is also a sworn translator for the Belgian Federal Police and a doctoral candidate (all but dissertation ABD) with the Leiden University Meijers School of International Law and Jurisprudence. He is retired from the United States Marine Corps. He was embedded with the US Army in Iraq in 2010 and Afghanistan in 2011. He holds a recognized PhD (c) status; an MA in intelligence studies, from American Military University, with a specialization in counter terrorism, an MA in International Area Studies with Oklahoma University (summa cum laude and magna cum laude) and a BS in political science and criminal justice from the University of Maryland, University College (magna cum laude). He also holds an AA in Child psychology from Adirondack Community College.

Net neutrality was never really connected to the national security debate but there definitely a connection between the two; though contentious and problematic at best.
