Peter Rutland is a Professor of Government at Wesleyan University in Middletown, Connecticut. He holds a BA from Oxford and a Ph.D from the University of York. He is associate editor of Russian Review and editor-in-chief of Nationalities Papers, the journal of the Association for the Study of Nationalities. He blogs about nationalism at http://nationalismwatch.wordpress.com/. He is the author of The Myth of the Plan (1985) and The Politics of Industrial Stagnation in the Soviet Union (1991), and editor of Business and State in Contemporary Russia (2001). His current research topics include the state of R&D in Russia and the role of identity politics in the failure of democracy in Russia.
