North Korea is of perennial security concern to both its neighbors and the United States. North Korea is the only state that has ever withdrawn from the Nonproliferation Treaty and reneged on every denuclearization agreement it had ever signed. In late 2010, satellite data indicated that North Korea possessed a uranium enrichment facility, and now a potential third nuclear test is underway.
After a stalemate of slightly over three years, diplomats are resuscitating the Six Party Talks, negotiations started in 2008 between the United States, North Korea, South Korea, Japan, Russia, and China in an effort to denuclearize North Korea, officially the Democratic People’s Republic of Korea (DPRK), and mitigate the brinkmanship of the Kim Jong Il regime.
It is possible that at some point in the next 15-18 months Israel’s policy-makers and military officials will need to decide whether or not to attack Iran’s nuclear infrastructure. That would certainly be one of the most complicated decisions since the establishment of the State of Israel.
The final result of the growth of the PRC’s military capacity is, perhaps, that China’s nuclear perspective will be exported abroad. Countries in the region that are concerned for their security should realize this truth and take steps to avoid a nuclear escalation that would do little to deter the doctrinally-different military culture of the People’s Republic of China.
The destructive tsunami which wreaked untold devastation upon Japan can serve as a cautionary tale for the South Caucasus, by forcing Turkey and Armenia to engage in confidence-building measures and to remove the common danger of nuclear disaster. There is nothing to lose for either party; the chances are that they both stand to gain mutually from the deal.
The accident in Japan may not prove to be as serious as that at Chernobyl in 1986, in that its direct radiological impacts will not be felt across such a wide area, but its political and economic effects could well be just as significant. The tragedy may shift priorities towards renewable energy. If so, the painful lesson that we can’t rely on nuclear technology may not have been in vain. After all, if technologically advanced Japan can’t handle nuclear power safely, who can?
The international community must accept Iran’s nuclear program. This is not a desirable admission, nor is it a triumph for anyone, lest the Iranians themselves who would better off fixing their faltering economy.
The prospects for democracy, socio-economic development and conflict resolution will be suffering if the West continues to rely on punitive measures. Despite all frivolous claims, the diplomatic route has not been exhausted. Indeed, we are far from it. Since the core problem remains the “security dilemma” in the region, it would be wise for the West to call upon Israel to join the Nuclear Non-Proliferation Treaty
For Israel, Iran must never have the ability to build a nuclear bomb. This is an immovable reality, and when the dust settles after the contested Iranian election of 2009, it will remain the principal issue for the international community to address.
July 26 2009 saw a milestone reached by the Indian navy at Vishakapatnam, their eastern Command centre, as Prime Minister Manmohan Singh formally launched India’s own domestically produced 6,000 ton nuclear powered submarine, INS Arihant. Has the moment arrived when the Indian navy achieves blue water status with a reliable nuclear deterrent?
