The Just War tradition has been seen as a leading perspective on the ethics of war since the writings of St Augustine were rearticulated by Thomas Aquinas. It attempts to provide a framework which validates just conflicts, whilst at the same time applying limits so as to prevent unrestrained warfare. Today, its core principles can be divided into two broad categories: ‘jus ad bellum’ (just resort to war) and ‘jus in bello’ (just conduct in war). For a war to be just, numerous criteria must be satisfied within these categories.
In the post-September 11th world international terrorism is synonymous with catastrophic violence and unprecedented threats to states. International terrorist groups, by their structure, makeup as non-state actors, logistical mechanisms and resources are inherently unpredictable. As we have seen in the bombing of Madrid and the ongoing violence in Iraq, terrorist groups have expanded beyond national boundaries and therefore have an unparalleled ability to strike globally. The common impression of the phenomenon of international terrorism is that it is ‘more dangerous or at least more difficult to counter’[2]than conventional, often nationalistic and politically-motivated, terrorism.
Modern Arab nationalism originally developed as a backlash to the colonialisation of the Middle East by western powers such as Britain and France. Despite decolonisation, European imperialism was maintained through sympathetic conservative monarchs and the construction of an informal empire. As such, Arab nationalism continued to play a prominent role in Middle Eastern and global politics through much of the Cold War.
Since the turn of the century, Iran has emerged as an increasingly powerful actor in the Middle East. However, Tehran’s Islamist regime is seen to pose a number of political and security challenges to both neighbouring and ‘western’ states. The question of how to respond to the assertive and confrontational policies of the hard-line president, Mahmoud Ahmadinejad, has therefore proved to be a hot topic for the media, academics and politicians alike. This essay will consider what strategy western states should pursue with regards to Iran’s nuclear ambitions, an issue of central importance for regional and global stability. Whilst this is merely one of many Iranian policies that needs ‘dealing with’ from a western perspective, it is widely considered to be the most significant threat and, thus, is a useful case study through which to consider relations between the West and Iran more generally.
This essay will discuss the significance of aid and peace dividends in the context of positive and negative outcomes and consequences of its existence. Mid-conflict aid will be discussed in addition to follow-up aid programs, as a pointer to its legacy in post conflict stability. It would not be possible to discuss such a large topic without focussing on particular examples and therefore this essay will draw on examples of aid in the conflicts between Israel and Palestine and in Northern Ireland.
The main body of the essay focuses on Palestinians in Israel since 1948 as a key example of an indigenous involuntary minority. I take a historical approach here so as to render the utilization of exclusionary mechanisms over a long time period. Black Americans who were brought to the U.S. as slaves (Ogbu, 1998:166) and refugees/asylum seekers in Britain are then drawn upon in turn as examples to depict the mechanisms through which migrant involuntary minorities are socially, politically and economically excluded. The focal point of the latter part of the essay will be based on the media as a key modern mechanism of exclusion, particularly for migrant involuntary minorities, concluding with the argument that the growth and force of the media will only strengthen the exclusion of involuntary minorities, meanwhile enforcing the effects of the other mechanisms discussed.
In order to discuss the mechanisms through which involuntary minorities are socially, economically and politically excluded primarily I am going to define the meaning of the term ‘involuntary minority’. Following this, a brief identification of the main direct and indirect mechanisms clarifies the direction of the discussion. To examine the mechanisms used I have selected three examples of involuntary minorities to focus on; Palestinians in Israel, black Americans in the U.S. and refugees/asylum seekers in Britain.
Gender is one of the most crucial aspects of individual identity and it is closely linked to ideas of war. Elshtain’s ‘Just Warriors’ and ‘Beautiful Souls’, her portrayal of the ideal gender types for western society, make clear the war roles that each of us is encouraged to aspire to in peace-time society. Patriarchy refers broadly to rule by men and can be seen almost universally. In this essay I will examine the patriarchy of the international system and the international relations theory that serves to reinforce and recreate the male-dominated nature of this system.
Following the September 2001 attack on America’s ‘World Trade Centre’, the ‘causes of terrorism’ has been a subject of intense investigation and speculation. Despite the educated and generally wealthy backgrounds of the 9/11 hijackers, poverty has been cited by numerous world leaders and respected academics as a central and direct cause of terrorism in the twenty first century. However, recent studies have suggested that there is little or no direct causal link between poverty and insurgent terrorism.
This essay first briefly explains the significance of ‘structural violence’ in Israeli society, before going on to critically examine dominant conceptions of ‘suffering’ in the Israeli context, arguing that the pragmatic and rationalist bias of this notion itself constitutes one major hindrance to ‘healing’. Finally, I consider the role of silence and memory in perpetuating suffering in Israel, looking specifically at the two imbricated elements of Holocaust memorialisation and the construction of the Other, arguing for a more processual rather than essentialist conception of suffering, community, healing and memory.
