Despite a considerable advantage in terms of manpower, weaponry, funding and logistics, the international military presence in Afghanistan has been unable to defeat the Taliban insurgency. In fact, it could perhaps be argued that the presence of foreign troops on Afghan soil has been the instrumental factor in allowing the Taliban to not only survive, but to expand and prosper.
The application of sudden non-state actor violence to achieve political goals can be traced far back in history, but terrorism as a transnational and organized activity was first witnessed in Europe by the end of the 19th century. A long-term process of change usually precedes terrorism. International Relations is currently facing a global religious revival. Tehran’s foreign policy reflects the pluralism of the regime’s political-theological discourse. Westphalian assumptions promote an ignorance of this pluralism and lead to the incorrect assumption that a theocratic Iran is incompatible with international stability.
Do states go to war due to resource competition? Or, do states seek settlements that reflect their long-term interests? Cross-tabulating data from the Issues Correlates of War dataset and Peter H. Gleick’s Event Intensity Scale shows that states seek negotiated settlements.
