The Kosovo intervention was the first in history to be justified solely on the basis of human rights breaches by a sovereign state within its territory, which were judged to present threat to international order. The bottom line remains that Belgrade’s sovereignty over Kosovo was first breached and then completely removed by the international community.
The World Bank rose out of political and security necessity in the US sphere of influence to stabilize Europe. It has grown to adapt through time, both to the new challenges of the late 20th century, as well as to the politically correct speech the growing global civil society has been promoting in the ever globalizing public space.
Interestingly, Hong Kong already has institutions that underlie democracy but it is still yet to be legitimate. This poses the key question; if Hong Kong has institutions that do to some extent, simulate a democracy, what has prevented full transition for Hong Kong to become a legitimate democracy?

Despite the definition for the terms of a pre-emptive war, whether or not it is justified has become a complex and contradicting subject for states. There is the issue of morality, abiding by international law and comprehending the definition of “imminent threat”.
During the 2000’s, the role of China in international organizations has undergone a significant shift. Chinese involvement in Somalia is a sign that that the non-interventionist approaches adopted by China since the end of the Cold War is now clashing with its increased interests in other areas of the world, particularly in Africa.
It appears there is a trade-off between the security of some and the liberty of others. This perception of a trade-off between security and liberty is particularly convincing when evidence from the on-going war on terror is used to illustrate the argument. It is possible to argue that any trade-off between liberty and security is short-term and illusory.
It can be said that the expectations at COP15 were not so high that they were unattainable. However, domestic pressures in key countries, procedural difficulties, insufficient pre-cooking and the “ClimateGate” scandal certainly played a role in why a comprehensive agreement was not reached.
The atmosphere, forests and other forms of ‘natural capital’ come under the concept of the commons and increasingly these are being ‘managed’, through enclosure, carbon markets and other economic methods. This stance is, in many ways, at fault for the ecological issues faced today.
